There are 2 separate paths you can choose:
(1) Family Class (outside processing), Spouse / Common-law Partner category, or
(2) Spouse / Common-law Partner in-Canada Class.

inside means you are together but he cannot work and you must support him while the application is in process. Part way through the process, he should be approved for the first stage. This means he can apply for an open work permit, a temporary SIN card and sometimes temporary health card (provinces have different rules about health). Then after some more processing (usually the background check) he is landed in Canada at a CIC office. He then gets a permanent SIN card and is free to work for whoever he likes. Current average is taking between 1 and 2 years . CIC take their time because you are already living together. (SIN=SSN)

Outside means he stays in USA and you stay in Canada and apply for him. You both have to fill out forms and send them to Mississauga and that office will send the required forms to Buffalo. From USA this can take between 6 and 12 months. The fastest I know of is 4 months but the application was perfect and there was NO problems in the background check.
